According to Google, BCF was entirely correct. And while it's a statement any of could have made to a double's partner while losing a match during a regular weekly tennis game, one would suppose that you're looking for an answer featuring someone famous about a possibly notorious situation. So if it's not Colin Powell, I'm going to guess Richard Jeni, because I am known for my incredibly poor taste.
Apologies to BCF, it *was* Colin Powell who apparently said that, (just did some googling of my own Bert B). BUT the programme I was watching, on National Geographic channel had Bill Clinton quote the phrase. The way the film was edited, it sounded as if it was something Bill came up with. Point being, he said it, as if he believed it, which totally surprised me. Guess I will post my answer post.
